Peoria Art Guild – Foster Arts Center, Peoria, Illinois Next Design > Description The Art Center’s broad sidewalks provide for wide, flourishing garden beds to be easily installed as part of the City of Peoria’s efforts to install historic lighting in the downtown, riverfront district. The main purpose of the plantings is to make the building stand-out in an otherwise bland, downtown environment. These beds, with overflowing annual color, would soften the building and their location would also provide the pedestrian with a physical separation from the adjacent street’s busy car and bus traffic.
